RECOGNITION FOR RUSSIA
I do think Russians fans deserve some credit for being one of the countries were IWTB did well on the box office, even though the bad guys are supposed to be Russians and for noticing the names of the couple of "bad guys" were not common Russian names.
I think it's fair to clarify that although Dr. Vladimir Demikhov was Russian and the first one to perform the infamous dog transplant, it was an American, Dr Robert White, that performed the first primate head transplant and other similarly infamous "experiments." Apparently White admired Demikhov and even managed to visit Russia during the cold-war era.
I do understand making the "bad guys" Russian adds to the suspense, since Russian is not an easy language, few people (outside of Russia that is) understand it. And we humans tend to be pretty scared of what we don't understand.I think you explained before that that is why their conversations were not translated.
Do not believe everything you read on the Internet ;-). But if the fans are asking there are several web addresses where to find info on the two-headed dogs experiments. For instance:

Good point, Maria. In fact, Chris and I flew out to Cleveland, Ohio, last year to meet with Dr. White and he is credited in the film.
